Title: The Adoption, Diffusion, and Implementation of e-learning for Building the Capacity of Tertiary Institutions in Developing Countries

Summary:
This research is about the adoption, diffusion and implementation of e-learning as a tool for building the capacities of higher educational institutions in developing countries. Though research in e-learning continues to attract the attention of institutions and researchers (Nichols, 2003; Carliner & Shank, 2008), very little is known about the potential of e-learning in developing countries, particularly in Africa. In Ghana, where the research is being carried out, using an action research methodology, large numbers of qualified students are refused admission into the inadequate tertiary institutions. Although e-learning has the potential to increase admission and offer quality experiences in teaching and learning, its adoption is slow. The factors resulting in this situation and the possible solutions are among what this research looks into.
